The IHPSR aims to advance the health services and research standards in Hong Kong and the Asia Pacific Region through the promotion of research and use of objective information to enrich the policy formulation, services and planning provision processes. Specifically, the objectives are:

• to promote the application of scientific research in the fields of health systems development and management
• to conduct research and disciplined studies in a wide variety of subjects to benefit Hong Kong's health systems and policy development
• to advise relevant authorities on health services development issues
• to contribute to the education of the public regarding health care services delivery and its future development
• to offer services and assistance upon request to organizations to advance the Institute's mission
• to network with other health policy and research bodies, service providers, academics and related organizations both locally and overseas to advance the Institute's mission
